Naturalization for baby born in UK: baby passport needed?

Hi, I wanted to ask for our baby who is born in UK a few months before our ILR is due. I want to ask, once we get our ILR, does the baby need to have a passport for MN1 registration? At some NCS websites, it does say
passport in required list whereas for some councils, it says 'Child’s passport(s) if they have one'?

Any one has an answer with reference?
