FLR(M) 6 month permission requirement

If a person applies for and is granted ILR based on Long Residence, and their visa (and their spouse's) has been issued for a period of less than six months (due to long processing time, and 1 year window of eligibility), can the spouse of the ILR recipient apply for Further Leave to Remain with FLR(M) even though their permission to stay in the UK is less than six months?

I'll give some details on how it could happen. The Turkish Employed Person visa has several stages. The first stage, a visa is issued for up to 2 years, but it is based on how much time is left until a person has been employed for 3 years. So, if a person applies for the visa after 2 years and 4 months, and it takes 3 months to process, there will be only 5 months left in that stage, so their visa, and their dependant's, will be issued for 5 months, until the next stage is reached.

If the person meanwhile becomes eligible for Long Residence ILR, applies and receives the ILR, will the dependant not be able use FLR(M) because their permission to stay was only for 5 months?
