Child first British passport and DNA

I am asking this on behalf of a friend, he is British by naturalisation and had a baby with his unmarried partner who is not British on 20th September 2015. He applied for the child's first British passport last week and yesterday received a letter from HMPO that he should go for a dna to confirm paternity. This is despite the fact that his name is on the child's birth certificate. My question is, has anybody also gone through this before?, is dna now required to prove paternity apart from birth certificate?. Thanks

That should not be strange since they are unmarried.
