Earliest Date to file application after Cool off

Hi Gurus,

I went to UK on a Tier 2 ICT visa on March 14, 2014 and I returned back to my home country on 21-Dec-2014. Now I have got a job in UK and my employer is ready to sponsor me on a Tier 2 General visa.
May you advise what is the earliest date I can apply for my visa. I understand that there is 12 months cooling off period. Does that mean that I can start preparing for my application in early Dec 2015 and can go to VFS on 22nd Dec 2015.
I tried to search a lot on this but could not find any concrete results.

In your case, the date of application should be after 21 Dec 2015. For out of country applications, the date of payment is considered as date of application. Hence, the date you pay for the application should be after 21 Dec 2015. You can visit VFS anytime after that.

I have my return ticket, boarding pass, stamp in passport, tax form issued by my employer which says Dec was my last month. Do you think these evidences are enough to show that I left UK and did not return??
