Tier 2 Maintenance queries

HI there
I am switching from tier 4 (DES) to Tier 2.

Two questions.

1. While switching in the UK, will the maintenance money be acceptable in the form of a NON-UK bank statement?

2. After applying for visa, is it safe to withdraw the money from account if not then how long we have to keep money (as rules say we have to show enough money in account for one month maintenance)

1 .yes, non uk banks are fine

2.unsure of this, but I think you always need to maintain funds. (Some senior member can clarify)
