Tier 2 General - Contracting

One of my friends who is having Tier2 General is going to lose his sponsorship shortly from the current employer. He is getting options for sponsorship only from the umbrella companies and proceed with contracting. Is that legally allowed to get a sponsorship from someone by paying some amount and do a contracting? Please clarify
