Tier 2 General; Is ILR possible?

I'm on Tier 2 General. Came to UK in 2011 Sept 9. Visa was issued on 22 Aug 2011. Cos was issued on 28 July 2011.

My current visa after extension is Valid until Aug 2017
1. On which date the earliest I can apply for ILR ?
2. After I obtain the ILR can I freely change the employer ?
