my wife is submitting her eea application as a worker for 5 years

she earned less than £4,000 pounds in the year ending 2013. Will this be an issue? because she didn't earn much?

There is no specific salary requirement for an EEA worker.

According to HO guidance ...
employment must be genuine and effective and not marginal or supplementary
