Can Tier 2 General open a Limited Company

The topic of Tier 2 Migrant opening a limited company is still debated at my end. Can you provide your expert opinion on the following situation:

Is Tier 2 General Migrant (Main Applicant) allowed to do the supplementary work with following conditions:

1- Employed through a limited company.
2- Tier 2 Migrant is a director of the limited company
3- The supplementary work is exactly of the same nature and level as that specified in the CoS as per SOC.
4- The supplementary work is limited to 20 hrs per week

In my opinion, Tier 2 General Migrant is allowed to do supplementary work through a limited company that he owns (is a director) as described above.
