Returning BioMetric Permit

Hi,

I just read the post of Sushdmehta about Returning Biometric Permit. I checked the page on gov website about it.

Can someone tell me when this rule came into effect?

I haven't returned my children's biometric yet. They got their certificate last year. So I am worried whether this will cause any trouble.

If someone have destroyed their biometric card, what happens then?
