English Language Requirement--Undergraduate MA from Scotland

Does an undergraduate MA (Honours) degree from a Scottish university, St. Andrews, count as proof for the English Language requirement section of the HSMP application? Thank you for your help. I am having trouble getting a straight answer from anyone.
