Urgent family visit visa for mother | No bank balance

Hi All

My mother wants to visit me here in the UK, i am here as British citizen and my mother is coming from India.
She has been here before, this time unfortunately she has low bank balance (like really low). But she has some fixed deposits and properties in her name. Some cash she had which can be deposited into bank but then that will be recent transaction.

As a Sponsor i will write a letter that cost to her for this trip is Zero but do you guys think it will be a strong case with much bank balance to apply for a visa ?

Any ideas or pointers will be highly appreciated.

Fixed deposits will not be considered. Funds have to be liquid / immediately accessible.
