unable to look PEO availability

is there anyway to check the PEO date availability without paying health surcharge?

Simply create a dummy account, fill in the IHS questionnaire and select that you are a British citizen (therefore £0 charge, credit card etc not asked). That will take you through to the PEO booking pages where you can check availability!
