OCI card if my father was born in Pakistan

I was wondering if someone can enlighten me on this. I am a UK citizen, born in India applying for an OCI.
I read that OCI cannot be granted to citizens who have ever been citizens of Pakistan, Bangladesh. Even if there parents/grandparents/great grand parents were from those countries.

My dad and his family fled to India in 1947 after the partition when he was 7 years old. Does that mean I cannot apply for OCI? I mean when they say parents/grandparents were citizens of Pakistan, the question itself isn't valid as there was no Pakistan or Bangladesh before 1947. I am confused.

Any help would be greatly appreciated.

Is your father having indian passport now and in India?

Before 1947, there was no pakistan, bangladesh.

He is Indian for sure if you answered yes to my question.

Thank you for replying. Yes I thought so too. There was no Pakistan then, but unfortunately the guys on the helpline told me that I need to declare that he was born in Pakistan! But I am going to do as you said! Why do Indian high commission treat their own citizens like this? It's beyond me! No other country would harass their own people!
