If you are an EU citizen or family member of an EU citizen, you do not need to register for 3 months after arriving. You can immediately work. You may be required, in some countries, to register your address with the police or city hall, but only if citizens of that country are required to do so.

If you stay for more than 3 months, then you may be required to register. If you moved to the UK you would not be required to do so, for either the EU citizen or the family member. Germany does not require the EU citizen to register, but does require the family member to get a Residence Card.

Ireland is operating totally outside of EU law, especially for family members of EU citizens, so all bets are off.

Registration requirements differ from country to country. First of all, as already mentioned, you do not need to get any sort of residence card. You will, however, have to observe the same registration rules that apply to locals. In Germany, for example, you will have to register with the municipal inhabitants register (Einwohnermeldeamt) within one week of moving there, as well as unregister in the event you move outside the country. Ireland, on the other hand, does not have a registration system; you just move there, that's it.
