bachelor degree if postgraduate candidate

if a candidate has done Masters, than does he/she still has to provide the original degree of Bachelors,,, as the guidance says avoid extra documentation,,, and the form only allows for the highest qualification,,,

No... if you are claiming points against a Master's Degree, you don't need to provide the Graduation Degree or its NARIC equivalent.

However, you need to provide the Masters Degree (Full, Original) and its NARIC certificate of comparison.

You are right... avoid excess documentation and confusion. Also, remember to mention this in your covering letter (the Master's Degree part... not the excess documentation thingy - they know it).

In which case ignore the NARIC part...

NARIC is an institution that issues comparability certificates for foreign degrees. Compares what a Non-UK degree is worth in the UK and puts that in a certificate format for any interested party.
