Thanks to all the members who have contributed directly and indirectly for successfully submitting my Application. I owe back to this group and here my detailed experience. Beware, long post !!!
Application to Home office is like preparing for your final Exams and anything may go wrong.., irrespective of your preparation ).
I came to know JCAP through this forum and did my research and found the Cheap and best NCS suitable to me and I booked my appointment in Lancashire Council , Acrringtion (Leeds is nearby and they are expensive and does not provide JCAP )

Family application : me , my wife & daughter
Eligibility criteria: 5 years + 1 year ILR (I was eligible in 2+1 year route as Tier-1 Dependent )
Language criteria met: Foreign Bachelors degree with UK NARIC
Method of application: JCAP in NCS (Accrington )
Date of application: 25/02/2016
After deciding to use the JCAP pilot scheme, I called Lancashire . They got my number and called me the next day. Lancashire seemed to be the most friendly and little laid back, while booking our NCS appointment. They asked few questions 1) Did we have the LIUK test and I said Yes. 2)English Language Requirement ..? I said I have UKNARIC and my wife IELTS. They asked is it IELTS UK, I said It is IELTS Australia . They said Okay.)
The avoided any email communication and rather replied on phone. I think they did not want to commit any thing as the rules were changing more frequently.
Got an acknowledgment with receipts the next day to inform that it is going to be a joint application. (Joint applications are being processed only on Tuesday and Thursdays - so booked our slot accordingly Paid £120 for 2 AN, 1 Mn1 and 3 PP). .
My appointment was at 9:30 am and were late in spite of having 1 and half hour as buffer , thanks to M62 motor way traffic,roadworks, accidents. Called and informed that we would be late by 10 mins and they said that is Okay..
The NCS officer was very friendly and took us to a room. Even though they said my daughter was not necessary for the interview, I took her.( Anticipating some problem like, the photo is not clear nor acceptable )
Documents submitted:
2 AN form Jan 2016 version and 1 MN 1 form
Passport form (Mobile number not in Sec 2 but in Sec 8;
Sec 3 - even though it asks for un-cancelled passports, NCS updated it to 2 with two of my passport numbers 1 cancelled ( [1) Visa showing my arrival on UK) and 1 latest; (uncancelled ,Current passport )
I had my very old passport (3rd) which did not have any stamp ....so it was ignored )
Sec 4 No grandparents details needed ;
Sec 5 left blank;
Sec 10 left (filled). Since I got mixed feedback and when I called and checked they said it has to be filled , later in the note they said it was not required . I got it filled by my referee who signed the AN form.
The NCS officer said , it is not required as they take it form AN forms
2 Passports (latest and a previous expired)
ILR BRP
3 photos (1 with full name and dob on back glued to AN form, 1 with full name and dob on back, 1 left blank - No counter signature needed on any of the photos) ( I did got the counter signature and was ready if they ask..) Please beware the phots has to be very specific. They have a mechanism to check the specifiactions :The image of you - from the crown of your head to your chin - must be between 29mm and 34mm high.

LIUT pass certificate (NCS kept the original and informed that home office will return it only if the application is unsuccessful - so take your own copy to keep with you for future reference)
Degree certificate + UK NARIC (I had already met the English qualifications for my ILR application and it said meeting English language requirement of C1 level
AN fee payment form (Download and print from gov.uk)
Passport fee payment form (From the booklet that comes along with the application, They have sent me 3 sets along with the receipts )
HMRC tax returns for the last five years as I am self employed
ILR Sanction letter, which had the Home office reference number and my case reference number
Marriage Certificate.
Driving licence. ( The officer asked during the photocopying process which happens in the end )
I understood it was because that was the document , I gave as identity proof for my LIUK exam.
What the Registrar did:
1. The officer had a NCS checklist cover page, wrote JCAP in big and bold on the top and then my basic details. It has various sections which he kept filling as he stepped though the various documentation.
2. AN form - Checked basic details front page, had quick glance thorough the forms to check it has all the pages, the previous addresses page with continuation on to page 22, the number of days outside uk page, counter signature pages.
3. Passport form - again basic checks as explained above in documents submitted
4. Asked if I would like to include ILR BRP original with the application for which I said no, so he reminded the new law that BRP should be returned within 5 days of the ceremony.
5. Took copies and returned all originals except the LIUT pass certificate.
6. Paid the extra £10 for sending the documents in special delivery.( She said that she will do after our interview and did it. It reached Home office the next day )
7. He pasted the new JCAP barcode sticker on the passport application and my receipt (more on it below). Then went though a set of basic questions from a sheet called NCS Client care record all of which are actually covered in the AN form as well. Signed the original and I got a copy of it.
8. The office confirmed that after the ceremony, the passport will be mailed to the home address and there is no passport interview.
Receipts received:
1. NCS Receipt - This had the Royal mail tracking number and details on home office contacts to where the AN form is being sent.
2. Local Authority Passport check Receipt - This has the new JCAP barcode sticker and also has the contact address of 'Team 24' in HMPO which he confirmed as being the separate team that deals with JCAP applications.
3. Receipt for the extra £10 payment for Special Delivery .

5. Letter of info who has served you
6. Feed back form
The officer took copies of all the documents and gave us copy of AN form filled forms.
I strongly recommend this Accrington registration office of Lancashire council
My case was simple. Seems to be all is well. .
But the second part ..........

My wife who is Doctor who interacts with the toughest patients in UK was said that her English language requirement proof IELTS was not valid. ( They did not say anything while booking our NCS appointment on the validity of the IELTS ). They said it has to be after 2013. I tried to explain she situation., . The officer called some and discussed the situation, The officer got a reply to check in the point based calculator

Finally they have accepted.( I hope it is accepted and processed . keeping my finger crossed )
My daughter who is four and half years old , became very friendly to the officer and she had a good interaction through out and drew lot of pictures for the officer. When the officer asked , that are you ready to answer the questions ,she said YES and she answered all the questions which was asked to us. )The last day when I rechecked the form again , I found out my daughters one of the referee should be of her school teacher, health visitor, GP, dentist. I ran to her school and got one additional Referee.The NCS officer said that my daughter referee was doctor who is 62 yrs. so need of the third referee who was her teacher .( I need to mention that her head teacher whom I thought is responsible for all the children in the schook said she cant sign and their union says not to sign in these forms). I read somewhere the professionals need not give their passport details, instead they can write "Can provide on Request " ( thought might be useful for someone.) The were no problem in her application, she was born in UK and had a full Birth certificate.
All went well.
All together, it took 2 hours 30 minutes - felt releaved.
Fees:
AN Naturalization = £1005 + £1005 + £749 = £2759.00
Passport = £72.50 + £72.50+ £46.00 = £191.00
NCS = £120 + £10 = £130
Total : 3080.00
