well if you take up the offer, it means you will have a WP from that country hence you will be a resident there. the answer is YES you should be able to apply from there. however just to makesure go on the website for the british embassy/high commission for the country you want to move to and have a look at the requirements and the applications that they accept. www.fco.gov.uk in the 'short cut menu' search look for uk embassies overseas, or try www.ukvisas.gov.uk tell us how you get along
