T2G dependant switching to T2G principal

Hi, when one is switching from Tier2 dependant to Tier 2 General , the guidance says "You must leave the UK and make your Tier 2 (General) application from abroad if you’re not in any of these categories" Does it allow to make an online application/submit it and book an appointment whilst in the UK? And then travel to home country to apply. Thanks

yes you can prepare your application online and submit, then you can travel to apply out side uk
