UK court judgment or civil penalty under UK Immigration Acts, ??

does a CCJ for credit card non payment (its actually a ID Fraud). shd i declare it ?
does it come under UK court judgment or civil penalty under UK Immigration Acts,

It it was awarded through the Court then it's a Court judgement.
(Casa, not CR001)
