EEA QP (EEA1) for children - Possible ?

Hi ! Can my 8 years old son apply for EEA QP ? He holds an Hungarian citizenship and he is student.

What does the parent do in the UK , or is the pupil in school the holder of a CSI and sufficient resource not to be a burden on the UK public funds.
