How can you apply for British passport without naturalisati

Some people are applying for British passports at the same time they are submitting application for naturalisation?? Do they don't require some sort of proof of naturalisation and attend the ceremony before applying for British passport , please advise if I am missing something ?

It is a trial project that HO is rolling out. Only certain councils are offering the service.

What the OP is missing is coordination of naturalisation and passport issuing. The Passport Office don't issue the passport until naturalisation has occurred.
