Spouse needs English A1 test too.
I hope your 'friend's' tax and income declarations to HO/HMRC are all in order and correct. This is still checked even if applying for ILR based on 10 years long residence, even more so if he is on Tier 1 General and has/had self employment.
I have already asked when their visas expire but you seem to be ignoring the question.
