HO Email information relating to decision b4 send a letter??

HO Email information relating to decision b4 send a letter??

I sent HSMP application form on 8/11/07 and received reference number by e-mail on 12/11/07.
I missed a letter on 17/11/07 and will collect it on 18/11/07.
Anyone here know what the letter could be about?
Does HO Email the information as to if the decision has been made before send a letter?
