According to this Oct 2015 document, pg-2, section-4, link

"There is a qualifying period to complete for a Long Residence application It runs either from
- the date on which you entered the UK with a visa;
or, if you did not enter the UK with such a visa, from
- the date on which you were first granted permission to remain in the UK."

You can apply 28 days before the date of first visa being granted instead of first date of entry, is this the case or it means something else?

This ONLY applies if you applied for permission to remain WITHIN the UK to legalise your stay, i.e. if you entered the UK illegally and then got legal status (FLR-O etc).

The key words for the two options is is 'entered' and 'remain'.

If you got a student visa and entered the UK for the first time say 1 month AFTER visa issue date, your qualifying period start from date of ENTRY.
