Just wanted to say a big THANKS to Jabi and all of you for your help.
I finally received my passport back (after 1 year, 2 month) with a PR confirmation.
Since my last post, we (Jabi and me) worked really hard on finding the decision and WE HAVE WON! None of the solicitors was "keen" to sort my situation out, before the HO would refuse my case (which is understandable, business is business).
If anybody is in my situation now applying for permanent residence (EEA4 with unreliable partner and lack of his/her documents), please contact me. I will be happy to share my experience and help you.
