Change in SOC Code & Employer (when to restamp)

Is my understanding of job chance correct for a Tier 2 General migrant:

1. SOC change (chance in role, same employer) - RLMT Required, Restamping not required
2. Employer change, same SOC - RLMT Required, Restamping not required
3. Employer change, SOC change - - RLMT Required, Restamping also Required

If the above is correct, then in the third case, is restamping allowed from within the UK?
