Question 11 on the Schengen visa application asks for:

11 National identity number, where applicable

What does this refer to?

Is the National Insurance number?

The key words here are 'where applicable'. If you do not have a National ID number leave it blank. That's what I've always done.

Your National Insurance number is something completely different and irrelevant when it comes to a schengen visa application.
