EEA3 or Covering Letter instead of EEA(PR)??

Has anyone on this forum successfully applied for a Document Certifying Permanent Residence on form EEA3 (or earlier version) or simply with a Covering Letter instead of using the current EEA(PR) version?

I don't know of anyone personally but it's definitely allowed to apply on EEA3 or via cover letter as long as payment info, absence info, 2x passport photos and proof of treaty rights/residence are submitted.

Wouldn't it look awkward using the payment page of the EEA(PR) along with the EEA3 form?

Has anyone used just a Covering Letter, without a form?

1) Why would it matter?

Well, I'm tempted to apply only with a detailed covering letter... but might risk an irate caseworker delaying my application for being different.

So I might settle for the EEA3 instead. It would be great to know whether applications on EEA(PR) are processed quicker than EEA3.

If you miss something with a letter you risk the delay of failure. Guidance states there is no follow up for missing information.

There is no evidence of caseworkers having emotions.
The process is binary - meet requirements: pass.
Fail to meet requirements: fail.

HO guidance itself states current PR form is not a mandatory, legal requirement.
No evidence on time advantage either way.

I used the old forms in February and added a cover letter and I just got my PR .you only need to add the payment section and the biometric consent page . Mine application came out 3 working days shy of 6months

If I had known what I do now back when I sent my PR application last year, I absolutely would have done a letter!

If you're not that hard core, you could have a look at this form instead. It's a modified EEA3 form from 2008 which includes the payment page and up to date information and addresses.

At least one member of this forum has successfully used it.

Many thanks for the tip! I was thinking of using the 2014 version of the EEA3 form, but this is even shorter.

What makes you say you'd use just a cover letter, instead of a form if you were to apply for PR now?

Because I now know what exactly I need to write, and also that it isn't necessary to use any form let alone the current monster 86 page one.

And then do what as noajthan suggested - use the form as a guide.

You must include payment so print off the payment page from the EEA(PR) form (the same one is in the form I linked above too). You also need to send passport photos.

I would probably just write it all as a list, something like the following:

APPLICATION FOR DOCUMENT CERTIFYING PERMANENT RESIDENCE

FULL NAME:

GENDER:

DATE OF BIRTH:

PLACE OF BIRTH:

NATIONALITY:

DATE I CAME TO UK:

NI NUMBER:

ADDRESS:

CONTACT DETAILS (phone/email):

Then I would give details about my economic activity during my qualifying period. For my example, I would just say "I have been permanently employed full time by XXXX from 27/06/2009 to present. Their address is XXXX". I'm not an A8 so no need for me to show WRS or any of that shit.

Then I'd list absences between start of qualifying period and present date.
HOLIDAY IN FRANCE 05/06/2012 TO 20/06/2012
HOLIDAY IN USA 09/11/2014 TO 17/11/2014
etc etc

Then criminal convictions
"I received a police caution in 2006 for urinating in public"

Then good character
"I believe I am of good character and have never been involved with or supported any sort of terrorism or war crimes" etc

It might be worth including the declaration page from the EEA3 form or at least including the following lines at the end of your letter:
The information I have given in this form is complete and is true to the best of my knowledge. I also
declare that the photographs submitted with this form are a true likeness of myself and any family members
included in the application form, as named on the back of each photograph.
I confirm that if, before this application is decided, there is a material change in my circumstances or new
information relevant to this application becomes available, I will inform the Home Office.
SIGNED ________
DATE _______

You could probably fit that whole lot on one page too! Talk about saving the planet :)

PS. don't forget to include your evidence!

When did you apply and how long did it take?
Was your case straightforward?

Date of first entry. I didn't know the exact date I first came here (I was 2 years old), I just wrote the year and explained in a covering letter. Did the same in naturalisation application too and both were accepted without question.
