TEMP STAMP4 ISSUED IN AUGUST 2016

Dear Members,
Could anyone confirm if INIS still issuing Temp Stamp4 visa to no-EU spouse or they have stopped it.
And if yes then how long they are taking now a days. Anyone who has received in July/August 2016.
