Employment letter for spousal Visa Addressed to Who

Hi
My wife is applying from Pakistan for a spouse visa, can you please advice who should employers letter should address to? eg To the British High Commission, Karachi, Pakistan ?

Many employers don't issue general employment letter with to who it may concern rather mostly issue the letter to Pacific person with Pacific purpose.
