I can't find the section that says what application from what month they are currently working on.

Neither can I. If you search on "waiting times" you get a link to a Nationality department table showing how long for citizenship applications, otherwise there doesn't seem to be any one place to find this info. For example, if you look at the "Guidance Notes" for an FLR(M) application, it says that current times for dealing with applications are 70% within 4 weeks, 90% within 14 weeks. Presumably, similar info is included on the Notes relating to other applications, but I haven't looked.

There also doesn't appear to be any explicit definition of the date of (immigration) application as was given previously:
The date of application is that on which you post it or have it accepted in person at a PEO
