Hiya,
if someone comes to the UK on a visitor visa - not a fiance visa - can they still get married while they are here?

They need to apply for a COA, or marry in the Church of England, but theoretically yes. They wouldn't be able to switch into a spousal visa though.

Thanks. By not being able to switch to a spousal visa, do you mean they would have to return home before expiry of visitor visa and apply for a spousal visa from there?

Yes. Unfortunately, visitors who marry cannot switch to spouse status from within the UK. An extension application as a spouse spouse or civil partner of a person present and settled in the United Kingdom will be refused under paragraph 286, with reference to 284(i), of the Immigration Rules.
