Referee - Non practicing engineer -Acceptable?

Hi All,
can someone throw some light on the referee requirement for BC, i know an engineer who is not practicing anymore, works part time for social care as she is semi-retired ?

can i put her reference as she is qualified engineer & knows me for more then 3 years but doesn't practice in her profession.
