why for non eea it always take 6 month ? if your sponser already got his PR card will this change the processing time for eea4 ? or we will have to wait for the 6 months deadline

If you apply at the same time it is usually quicker (maybe?), It takes so much longer for NON-EEA family members because EEA Nationals get priority, whereas NON-EEA Applications only must be decided within six months.
