Working in EU country can I use Directive 2004/38/EC

Dear board users,
I have been reading around on the EU free movement treaty rights quite a bit, and most of them so far seems to be the situation where person A of European nationality X, goes to visit Schengen country Y and travel with non-EU spouse to country Y, requests short stay Schengen visa for non-EU spouse for tourism reasons using Directive 2004/38/EC.

My situation is slightly different in that I am a Brit with a job offer in Germany, so I have moved to Germany and registered in Germany as resident, not started my job yet (starting date next month). I wish to bring my non-EU dependent parent to visit Germany next month, so does the same rules apply such as exercising treaty rights under directive 2004/38/EC apply in our case?
