Moving to NI. Residency for Irish citizenship.

I am considering taking up employment in Northern Ireland. My wife moved from the Philippines nearly a year ago to join me. If we decide to live in NI Enniskellen. Can she still apply for Irish citizenship after the 3 year period. How would it work or not.
