Switching from T2 General to T5

Does anyone know if you the 12-month cooling off period applies when switching from a Tier 2 General visa (sponsored) to a Tier 5 International Agreement visa? I know that you have to leave the country to apply for the Tier 5 but do you have to leave the country for 12 months, as you have to if switching employers on the Tier 2 General visa?
