UK Family Permit for non EU Stepmother??

Hi All,
Can someone please shed some light, I am British Citizen and I am married to non Eu spouse, we have been married over 2 years now, I am facing great hardship due to the draconian rules regarding the spouse visa and to be more concise I am not able to meet the financial threshold hence I cannot sponsor her.

My daughter from my previous marriage is 21 years old and hold Italian passport, she has lived in the UK for many years and now she works and go to UNI part time.
My question is: Can my daughter sponsor my wife as her immediate family member (Stepmom) under the EU law to get her family permit???

I would truly appreciate if someone give advise in this matter.
