EEA FAMILY PERMIT: penalty relation to a criminal offence

I am from Macau, married my French husband and filling the form for the eea family permit.

There is one question I don't know how to answer, hope someone could help.

Q: have you received any other penalty relation to a criminal offence: for example a caution, reprimand, warning, or similar penalties in the U.K. Or any other country?

I received a fine ticket for dropping a cigarette butt in 2015, it's a fixed penalty, should I mention about this in the form?
