UK born child - apply in UK or outside

Hi

I am on Tier 1 Entrepreneur visa in UK.
Recently had a baby boy . My wife (along with my son) want to travel and meet family outside UK.

I have 2 questions:
1. Is there is a difference in applying for my son's visa within UK or outside UK? Is applying within UK preferred or applying outside not recommended?
2. As my wife really want to travel asap, can I apply within UK and let my wife and son travel after the biometrics are done? so that once i receive the BRP they can travel back.
