Available options for the Partner of a settled person in UK

My friend came into UK in 2007 on student visa and after that he extended his stay as a student and in 2014 he applied for Tier 1 Entrepreneur Visa. In April 2017 he applied his ILR on SET LR and got his ILR.

He had two UK born Children’s 5 years old and 3 years old and applied for their British Registration on MN1

Now the problem is about his wife visa, she is living with him since 2010 and currently holding Tier 1 Entrepreneur depended visa that will finish in August 2017.

In 2014 she had an absence from UK for more than 10 months.

Now the question is if she is unable to apply as a partner of a person settled in the UK VISA due to the financial requirements of 18600 Pounds, which other options she have at this time to extend her stay in UK.
Which other categories she can apply and which application form to explore.
