Verpflichtungserklärung - Affidavit of Support Germany

Dear Friends,

My brother is planning to apply for a German Tourist Visa. he is a well established businessman in Sri Lanka. One of his friend who is a German Resident has sent a "Verpflichtungserklärung" - Affidavit of Support in order to apply for his visa at the Embassy of Germany. I would like to know the possibility of getting a visa with "Verpflichtungserklärung",,? Does it mean his friend is responsible for his return to Sri Lanka after the visit..? Does it says his friend is financing for his trip? .. Please kindly let me know if anyone knows regarding this type of document..
