Please Help — simple EEA2 (FM) / SS route question.

Hi guys. Help needed if you can?

I am UK national, wife non-EU, got EEA 1 (A1) wet stamp at airport, now applying for EEA2 (FM) in UK — question:

As self-sufficient resident in EU state I need to provide circle of life evidence for my time in EU country — (again) which I can— and evidence of health insurance there (which I don’t think I can — all I have is EHIC issued by UK, which, according to some reports, is no good. Can anyone confirm if this will be enough for a refusal? Any solution?
