Short stay vis required if I have an FLRM visa?

My wife has an FLR(M) visa living in the UK as a Doctor and is an Indian passport holder. Does anyone know if she will need a short stay visa and if she needs to pay for it?

I saw about how Indian passport holders who hold a 'UK short stay visa' can enter without the need for another visa but I can't find a comprehensive definition of which visas fall into which category.

Any thoughts?
