What exactly is happening effective 29 February?

What exactly is happening effective 29 February?

1. Is the HSMP scheme ceased completely for all new applications as well as applications for extensions, and replaced completely by Tier 1?; or
2. Is the HSMP scheme ceased only for applictions for extensions, and subsequently ceased gradually (region by region) for new applications (i.e. applicants from some countries would still be considered under the current HSMP rules, and also be subject to current HSMP application charges)?; or
3. Something completely different to 1. and 2.?

The articles indicate that new applicants from any country apart from India have a few more months (until summer) before the Tier 1 criteria comes into place. I wonder if it means these new applicants would still pay the current £400 charge instead of the new £600 charge.

If I'm applying from outside the UK (from Africa), and I want to be considered under the current HSMP rules (i.e. not the Tier 1 rules) and pay £400 for my application, can anyone tell me if I need my application to be received at the Home Office by Thursday 28 February, or do I have more time than that?

Yeah, I was checking with home office and they say that new application will be posted in web site next week and any new HSMP application recd. will be conidered under new roles on or after 29th Feb.

You may reconfirm with this by calling home office and asking specifically.
It happens home office perople responds differently for differnt people.
