Exit permit for child born in India

Anyone who recently applied for Exit Permit from India? I got mine yesterday from Bangalore. However they charged me Rs. 12,627.26 for this letter. Something I was not informed about anywhere in the process; website, online exit permit application or when I physically submitted the application. Anyone charged so much?

My child's passport is valid from 23 July 2017
Received the passport in hand in India on 11th August 2017
Applied for Exit Permit from FRRO Bangalore on 28th August 2017
Plan to leave for UK on the 15th September 2017

The officer said I needed to approach the FRRO within a month of issuance of British passport and hence have been charged a penalty, overstay and also visa charges.
