Extreme Delay with Response on Non-EEA Irish Visa Decision

It has been over 6 months since I applied for a visa on behalf of one of my Pakistani national parent that is dependent on me. I am British and have been living and working in Ireland for over 5 months now. No response on Visa Decision so far. Made a complaint to SOLVIT and didn't get any help from there and they closed my case the first email they sent me. I've made a complaint to EU Commissioner today.

Is anyone else is going through the same frustration?
What steps can I take?

Not sure 5 months is anywhere near enough under current interpretations...

Normally it should be process in 15 working days. But people are waiting since a year and still no response.

I am not waiting. My friend case was decided in 1 year and 3 month. If you go to Ireland page you will see many stories.
