You cannot bring your parents to the UK as your dependents on Tier 1. The rules do not permit this.

If he successfully gets a Tier 1 Visa (not just apply) then yes, he would have paid the IHS which gives him access to NHS.

Just to make sure you understand he cannot apply as your dependent.

If he applies in his own right for the visa, he has to be active and involved in the business, which might be difficult if he has sever health problems requiring dialysis.

Dialysis is a few hours 2-3 times per week and nothing stops you from running a productive business. You are also not asked about your health in the application.

There is nothing in the immigration laws defining what active and involved is. As far as we know (as the OP did not give details in this thread) the father may be an award winning professor of material sciences and the company they are starting is for a new high density anode material for lithium batteries. Something the UK surely could use more expertise in. While he may not be able to sit 10 hours a day in the lab he can define the technology strategy, prepare detailed implementation plans and sell the concept to investors (albeit travel may be difficult). As a board member he can besides leading the roadmap discussions he can be on the remuneration committee (knowing how academics think) and of course part of all board disucssions.
