UK visitor visa - Proof of residency

Dear Forum,

My husband who is a permanent resident in Canada is applying for his first UK standard visitor visa ASAP.
One of the documents on the supporting document checklist is a proof of residency in Canada. Since he received his residency in Canada just 2 weeks ago he doesn't possess any PR card at the moment but he has a valid document from the Government of Canada stating his approval for being a permanent resident (COPR document). I was wondering would this document from the Canada government be sufficient to the UK immigration as a proof or does he have to wait until he gets his final permanent resident card (which takes 2 more months to arrive).
